Jan Kulmann

Jan Kulmann is a licensed professional engineer with over 25 years of experience in the energy industry, currently serving as Senior Vice President and Chief Operating Officer at United Power. In this role, she oversees operations, maintenance, and safety for the electric cooperative, drawing on a career that spans both the utility and oil and gas sectors.

Jan has led major initiatives in emissions reduction, power transitions, automation, and infrastructure safety. Her background includes managing drilling and production facilities, developing engineering standards, and directing regulatory compliance programs across national and international projects.

Elected Mayor of Thornton, Colorado, in 2019 and re-elected in 2023, Jan has served in public office since 2013. She previously held roles as Ward 4 Councilmember and Mayor Pro-Tem. Regionally, she serves on the executive committee of the Metro Mayors Caucus, is Vice Chair of the Mile High Flood District, is part of the leadership circle for the Adams County Regional Economic Partnership, and previously chaired the Rocky Flats Stewardship Council.

Jan holds a B.S. in Electrical Engineering with a minor in Music Performance from Louisiana State University and an MBA from Colorado State University. She and her husband, Dave, have been married since 2002 and are proud parents of two teenagers.
