William (Bill) Blair serves as Vice President, Strategy and Business Development for Lockheed Martin Space. Previously, Mr. Blair served as Vice President of Strategic Solutions and Kingdom of Saudi Arabia (KSA) Executive for Space. In this capacity, he was responsible for leading and developing strategic solutions to enterprise-wide challenges and opportunities. In addition to his role in Strategy and Business Development, Mr. Blair continues to serve as KSA Executive for Space, leading efforts within to develop strategic partnerships with the KSA to advance space capabilities and services with Customers and Strategic Partners within the Kingdom.

Prior to joining Lockheed Martin in May 2018, Mr. Blair served in a variety of increasingly responsible positions at the Raytheon Company since August 2010. This included Raytheon Missile Systems in Tucson, AZ as Vice President & Business Development Executive for Air & Missile Defense Systems where he was responsible for the business growth spanning Standard Missile-3 and Standard Missile-6 programs, Ballistic Missile Defense Exo-atmospheric Kill Vehicles and Israeli Cooperative Missile Defense Programs. Before this appointment he served as the President of Raytheon International – Asia based in Singapore. He led a business development team with offices based in Tokyo, Seoul, Taipei, Singapore and New Delhi responsible for establishing and maintaining strategic relationships with Asian customers, partners and driving profitable growth.

Prior to joining Raytheon, Mr. Blair served in a variety of increasingly responsible positions at the GE Aviation over 25 years spanning Engineering, Marketing, Sales, Business Development and Program Management. This included roles in the US and India with customer / partner relationships in Europe, Brazil, Japan and China. From 2008 to 2010, he was the Product Line General Manager for the GP7000 engine for the Airbus A380 and EVP representing GE in the Engine Alliance Joint Venture with Pratt & Whitney with annual business valued at over $500M. From 2005 to 2008, he was the GE Aviation India Country Director based in New Delhi leading Commercial and Military engines driving over $4B in new business. From 1996 to 2005, he was responsible for project management and new business development in Regional and Business Jet engines including the Fairchild Dornier and China ARJ21 aircraft applications and forming the GE/Honda engine JV. Mr. Blair started his career in GE as a Mechanical Engineer in the design and development of advanced commercial and military engines and holds a patent for turbine airfoil design.

Mr. Blair graduated with High Honors from Pennsylvania State University with a bachelor’s Degree in Mechanical Engineering and from Massachusetts Institute of Technology with a master’s Degree in Mechanical Engineering. He is also a certified Master Blackbelt in Lean Six Sigma.
